Make it easier to Access access request for limited times instead of ongoing

When an administrator is servicing an access-request, the screen that the administrator goes to displays a big “Accept” button that grants unlimited access. This is not the desired behavior. Granting time-based access is the typically required action; which is several clicks away from the default access screen. It would be helpful if administrators had more control over default screen for access requests.
