Auto-scheduling publication of resources/media

This would allow an Org User to schedule the release/publication of an Aviary resource/media for a specific day/time in the future. At that time, the status would change from Public=No to Public=Yes

• Enhance the management of non-public administrative metadata with advanced control options. This includes auto-scheduling recordings on the Aviary platform, organizing metadata within structured category layouts, and enabling the attachment of non-public administrative PDFs to Aviary resources.
