Enable resource metadata Date field to be displayed in different date formats

Currently, the preferred data format is based on ISO 8601, is a standardized way to represent dates and times, typically in the format YYYY-MM-DD for dates. The Date field does allow any text date to be entered, but any other format cannot be used to filter by dates in the site search.

Allow an org to choose a different display format for dates entered using the standard format. For example, if the data entered is 2025-01-01, the org might instead preferred these dates displayed as January 1, 2025 in the resource detail screen.
